Apollo 7 and 9 question...?

I was wondering why the Apollo 9 mission used the Saturn V rocket instead of the Saturn IB rocket. The only difference between Apollo 7 and Apollo 9 also had a lunar module...but they were both in Low Earth Orbit...was NASA just doing additional tests on the Saturn V...or does the lunar module weigh enough that you actually have to use a Saturn V rocket...please help.
