How many employees should you have for this?

There are 20 clients with physical and mental disabilities. Some are fairly independent, however some are fully dependent. Two require two staff to change, toilet and shower them (using hoyer lifts). Several others have behavior issues and wander off. How many employees do you think would be needed for these clients?
