Can you pick up a fully grown Cavalier King Charles Spaniel like a toy grouped dog?

I am planning on buying a cavalier and i like the aspect of haveing a small dog that you can pick up and take upstairs or not have any troublety having on your lap. thank you to everybody that answers!
